Military vs civilian?

What does the navy's ship Ombudsman do? Also, if I need to take a person whose in the military for ult charges (I'm a woman) have, witnesses, e-mails and texts for on going harrment this incident happened off base, who do I need to get into contact with aboard his ship to let him know about court to make sure that the ship will not be going underway on that date.
