Does welfare have a responsibility to ensure public funds are not used to facilitate criminal activity?

In my opinion, once you give them the money it is their money. What they do with it is their business. I'm fine with discontinuing payments to anyone convicted of a felony. If you get busted soliciting a prostitute or buying illicit drugs, perhaps benefits could be suspended. But the principal of inoccent until proven guilty still applies.
