At&t Internet speed comparisons?

att offers 2 Internet deals, 1 at 700 kbs and 1 at 1.5 mbs. i want to get the 700 because its only $20 but will it be worth it if im just surfing the web, or downloading music files every so often? What is the speed difference between the two?
